Jim McElhinny, Tualation Hills Park and Recreation District - David E. Clark Professional Honor Award
Renamed in 2002 in recognition of the late Dave Clark, longtime leader in Oregon parks and recreation, this is the highest recognition ORPA can bestow. The award is presented to a professional ORPA member who, through incentive, inspiration and demonstration of leadership, has made noteworthy contributions over a period of time to the Recreation and Park movement. Candidate must have been active in the field a minimum of 15 years and ORPA history of membership for at least 10 years.
Kyleen Stone, Oregon Park and Recreation Department - Distinguished Service Award
Presented to an individual or agency that has shown dedication to the Parks and Recreation movement. These efforts may include active support or sponsor of meaningful legislation at the local, state or national level; initiator of a significant project or donation of land, facilities, art or collection of monies; or ability to involve private enterprise, service organizations, or the community to assist in bringing a project to fruition. Results of these efforts must have lasting value or serve as a standard for other projects or programs.
Rochelle Parsch, Oregon City Community Services - New Professional Award
Presented to a current ORPA professional with less than 15 years in the field who has made innovative and professional contributions to Recreation and Parks in Oregon with service to ORPA.
Springfield Rotary - Voluntary Service Award
Designed to honor outstanding contributions by a volunteer to Parks and Recreation with initiation of outstanding Recreation and Park programs at the local and state level; advocacy activity on behalf of Recreation and Parks through involvement in other organizations.
VIP Planning Award - (none in 2009)
Honors agencies that have incorporated the ORPA VIP Plan into agency operations.
Randy Tucker, Metro - Legislative Advocacy Award
Presented to an organization or individual who has demonstrated significant contributions to the parks and recreation field through legislative advocacy. Nominees may be either an elected public official at the federal, state, county or local level; board member; volunteer; professional staff, or citizen. Included for consideration will be advocacy activity on behalf of parks and recreation through involvement in successful local, state or federal legislation and/or heightened awareness of the benefits of parks and recreation. Nominee’s contributions to the parks and recreation movement should be demonstrated over a three-year period.
ATI Wah Chang, Albany, Oregon - Private Sector Service Award
Given in recognition of demonstrated financial, in-kind service, equipment, creative assistance, or other significant contribution to the parks and recreation profession in Oregon. Criteria for award include the following: must be a business, corporation or for-profit organization with an Oregon-based office with contribution made previous to nomination deadline. The contribution can be made to the ORPA professional association, a specific parks and recreation agency or non-profit parks and recreation organization.
Design Award
Presented to the best designed public parks agency recreation area, park, athletic field, urban mall or recreation building within five years of completion. Criteria may include, but not be limited to, maintenance design and cost effectiveness, visibility and appearance, energy efficiency, price, size, special challenge, innovative design and/or equipment, and most efficient use.

Willamalane Park and Recreation District, Meadow Park - Outstanding Management Award
Honors the best managed park, recreation area, trails, athletic field or complex, urban mall, recreation center or aquatic facility. This award recognizes an agency’s challenge of maintenance and operation of public facilities in an environment of dwindling financial resources with recognition of staff who maintain today’s public recreation resources. Nominees possess an enhanced knowledge of computer technology and technical skills in a variety of areas.
Environmental Impact Award
Recognizes outstanding efforts by a department or individual exemplifying dedication toward contributions to positively impact the environment in Oregon.
